Artificial Intelligence Assistants Deliver ‘Misleading and Partial’ Voting Advice, States Dutch Watchdog

AI assistants are proving to be “unreliable and clearly biased” when offering voting advice, the Dutch data protection authority (AP) has reported, issuing warnings about a possible risk to democracy just eight days before national elections.

Testing Reveals Repeated Partiality in AI Suggestions

The quartet of AI assistants evaluated by the AP “frequently recommend identical two parties”, irrespective of the user’s question or command, the regulator explained in a report published ahead of the late October vote.

For over 50% of instances, the chatbot suggested either the far-right Freedom party (PVV) of Geert Wilders or the progressive GroenLinks-PvdA headed by the ex-EU commissioner Frans Timmermans.

Some parties, such as the moderate CDA, “are rarely ever cited”, even when the voter’s query precisely aligns with the positions of these parties, the report indicated.

Official Warns Against Relying on AI Assistants for Election Advice

The vice-chair of the data protection agency, the official Monique Verdier, stated that while chatbots may seem like clever tools, “as a voting aid, they consistently fail”. Citizens were being steered toward a political group that might not correspond to their ideological beliefs, she added.

“This directly impacts a cornerstone of democracy: the honesty of open and just votes,” said Verdier. “We thus caution against employing AI assistants for voting advice, as their functioning is opaque and difficult to verify.”

Election Context and Party Dynamics

The Dutch head to the polls on October 29 in an electoral contest that will be closely watched across the continent for the performance of the PVV.

The right-leaning group of Wilders is ahead in surveys but the lead over the GroenLinks-PvdA and CDA appears to be narrowing, with many voters still undecided.

Every significant political faction have ruled out an alliance with the PVV, implying the runner-up party is highly probable to provide the next prime minister.

Unintentional Bias Attributed to AI Operation

The authority stressed that the AI systems were not intentionally prejudiced, and that their “noted flaws” are a result of the way AI chatbots operate.
